DEPARTMENT:  Board of Registrars, Hart County

JOB SUMMARY:  This position is responsible for registering citizens to vote and maintaining related documentation.

MAJOR DUTIES:

o    Registers county citizens to vote; types registration cards and enters registration data in computer.

o    Answers the office telephone and provides registration information to the public.

o    Prepares and submits required reports to the Secretary of State.

o    Updates registration information, including processing address and precinct changes.

o    Files lists of registration purges received from other voting areas.

o    Maintains all active and inactive voter files for four municipalities.

o    Purges voter files as required.

o    Orders office supplies.

o    Prepares various correspondence and reports.

o    Assists the Election Superintendent with duties as directed by the Chief Registrar.

o    Maintains a current knowledge of laws pertaining to voting, polling, and registration.

o    Attends annual training sessions on registration and election laws.

o    Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

o    Knowledge of state and federal election laws and regulations.

o    Knowledge of the location of streets, wards, and districts in the county.

o    Knowledge of modern office procedures.

o    Knowledge of basic bookkeeping practices.

o    Skill in maintaining records and files.

o    Skill in operating such modern office equipment as a computer and typewriter.

o    Skill in preparing reports.

o    Skill in verbal and written communication.

SUPERVISORY CONTROLS:  The Chief Registrar and the County Administrator assigns work in terms of somewhat general instructions.  Work is reviewed for accuracy and compliance with procedures.

GUIDELINES:  Guidelines include the Georgia Election Code, Georgia Municipal Election Code, state Election Board rules, federal Department of Justice policies and regulations, and county policies and procedures.  These guidelines are clear and specific, but require some interpretation in application.

COMPLEXITY:  This position consists of related clerical tasks.  Inadequate space and equipment contribute to the difficulty of the work.

SCOPE AND EFFECT:  The purpose of this position is to register county citizens to vote and maintain related registration records.  Successful performance helps ensure valid election results.

PERSONAL CONTACTS:  Contacts are typically with members of the general public, government officials, poll workers, and co-workers.

PURPOSE OF CONTACTS:  Contacts are typically to exchange information, resolve problems, and provide services.

PHYSICAL DEMANDS:  The work is typically performed with the employee sitting at a desk or table.

WORK ENVIRONMENT:  The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  None.

MINIMUM QUALIFICATIONS:

o    Ability to read, write and perform mathematical calculations at a level commonly associated with the completion of high school or equivalent.

o    Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/ internship or having had a similar position for one to two years.
