DEPARTMENT:  Sheriff, Hart County

JOB SUMMARY:  This position is responsible for planning and directing the work of the investigation division.

MAJOR DUTIES:

o    Plans, directs, and supervises the daily operation of the investigation division.

o    Prepares special and regular work plans, reports and schedules for investigators; assigns cases.

o    Provides technical assistance to investigators for unusual or complex cases.

o    Reviews and prepares monthly investigations reports.

o    Reviews crime and other reports to determine trends and prepare investigatory assignments.

o    Conducts internal investigations for the department as assigned.

o    Disciplines or recommends disciplinary action for division employees.

o    Develops plans for the division in conjunction with other departmental administrative staff.

o    Resolves citizen complaints.

o    Conducts investigations of cases to identify and apprehend offenders and solve criminal cases.

o    Responds to crime scenes, receives an initial report from the Deputy Sheriff on patrol, and examines the scene of the crime to obtain clues and gather evidence.

o    Reviews investigative information; writes and files case reports.

o    Interviews complainants, witnesses, victims, suspects, and informants in person and by telephone; obtains statements.

o    Identifies, collects, marks, and preserves physical evidence; photographs crime scenes, lifts fingerprints, makes composites, and transfers evidence to the state crime lab.

o    Conducts surveillance operations.

o    Plans court presentations with prosecuting attorneys, presents evidence and information, and testifies in judicial proceedings.

o    Assists other law enforcement agencies with investigations upon request; provides information on criminal activity to federal, state, and local law enforcement agents.

o    Conducts activities in the condemnation of seized property.

o    Attends training courses as required to maintain certification.

o    Participates in public education, special events, and lake patrol.

o    Supervises the operation of the department in the absence of the Sheriff and Chief Deputy.

o    Performs other related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION:

o    Knowledge of federal, state, and local laws, criminal and traffic laws, and departmental policies and procedures.

o    Knowledge of the boundaries and geography of the county.

o    Knowledge of criminal investigation methods, practices, and equipment.

o    Knowledge of the criminal justice system and court procedures.

o    Knowledge of rules of evidence and search and seizure laws.

o    Skill in the use of firearms, communications equipment, and other standard and specialized equipment.

o    Skill in planning and supervising work.

o    Skill in the use of photographic and surveillance equipment, audio and video equipment, radios, and various emergency equipment.

o    Skill in processing, analyzing, and preserving evidence.

o    Skill in verbal and written communication and interview techniques.

SUPERVISORY CONTROLS:  The Chief Deputy assigns work in terms of very general instructions.  Case reports and supplements are reviewed for the nature and propriety of the final results.

GUIDELINES:  Guidelines include state criminal codes, relevant federal laws, county ordinances, and departmental policies and procedures.  These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY:  This position consists of managerial and technical investigatory duties.

SCOPE AND EFFECT:  The purpose of this position is to investigate and solve crimes.  Successful performance helps ensure the protection of community life and property.

PERSONAL CONTACTS:  Contacts are typically with the general public, judges, attorneys,

co-workers, suspects, victims, persons convicted of crimes, various court personnel, and law enforcement representatives from federal, state, and local agencies.

PURPOSE OF CONTACTS:  Contacts are typically to interrogate suspects, interview victims and witnesses, give and exchange information, provide services, resolve problems, and motivate personnel.

PHYSICAL DEMANDS:  The work is typically performed with the employee sitting, standing, walking, bending, crouching, or stooping.  The employee must be able to restrain people, frequently lift light and heavy objects, climb ladders, use tools or equipment requiring a high degree of dexterity, and be able to distinguish between shades of color.

WORK ENVIRONMENT:  The work is typically performed in an office, vehicle or outside.  The employee may be exposed to contagious or infectious diseases and inclement weather.  The work may require the use of protective devices.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY:  This position has direct supervision over Investigator.

MINIMUM QUALIFICATIONS:

o    Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to occupational field.

o    Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require three to five years of related experience.

o    Possession of or ability to readily obtain a valid driver=s license issued by the State of Georgia for the type of vehicle or equipment operated.

o    Ability to meet current requirements set forth in the Georgia Mandate Law Enforcement Training Act/Peace Officer=s Standards and Training Act.
