W/ED1 DEPARTMENT: Water and Sewer Authority, This position is
responsible for all operations within the Department. The Director is responsible to and reports to
the Authority members, the Board of Commissioners, and the Major Duties: Required Knowledge: County policies

Sufficient
experience in constructing water lines to understand proper line installation 6.
Ability to

for right-of-way encroachments 8.
Knowledge of
State “open meetings” laws 9.
Knowledge of
legal requirements relating to the keeping of accurate minutes of all Authority
meetings. 10. Knowledge of House Bill 2141 (enabling legislation
creating HCWSA) Minimum Qualifications: Sufficient
experience to understand the basic principles relevant to the major duties of
the position, usually associated with the completion of an apprenticeship/
internship or having had a similar position for one to two years. SUPERVISORY CONTROLS:
The GUIDELINES:
Guidelines include county operating policies and procedures, EPA
regulations, Water Delivery Operations, and standard operating procedures. These guidelines require judgment, selection
and interpretation in application. This
position develops departmental guidelines. COMPLEXITY: The
work consists of varied planning, administrative, and supervisory duties. SCOPE AND EFFECT:
The purpose of this position is to direct the work of personnel involved
in water delivery equipment construction, maintenance and legislation creating
HCWSA. Successful performance in this
position helps ensure the repair and maintenance of HCWSA, and the efficient
operation of the department. PERSONAL CONTACTS:
Contacts are typically with co-workers, utility company personnel, state
personnel, government agency representatives, vendors, other county employees,
and the general public. PURPOSE OF CONTACTS:
Contacts are typically to exchange information, resolve problems,
motivate personnel, and provide services. PHYSICAL DEMANDS:
The work is typically performed with the employee sitting at a desk or
table, outdoors on road right-of-way, and at construction sites. WORK ENVIRONMENT:
The work is typically performed in an office and outdoors. On occasion the employee is exposed to noise,
dust, dirt, grease, inclement weather, and machinery with moving parts. The use of protective devices such as masks,
goggles or gloves may be required. SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over
Water Operators, Secretary, and other clerical employees.
