Public Hearing

The Hart County Board of Commissioners held a public hearing May 11, 1999 at 5:00 p.m. in the Hart County Administrative & Emergency Services Center.

 

Chairman Joel Moore presided with Commissioners Ken Brown, Don Burdick, Harry Hannah and R. C. Oglesby in attendance.

 

Chairman Moore called the meeting to order and stated the purpose of the hearing is to present O & A Developers to the public and finalize the proposed DFACS facility.

 

Chairman Moore introduced Sam Guest of O & A Developers and turned the hearing over to him.

 

Mr. Guest displayed two DFACS facilities that O & A have constructed in the past. He said the 13,800 square foot facility would be located on a four-acre site on E. Johnson Street. He said the site has frontage on College and Savannah Street. He announced the Department of Human Resources has reviewed and approved the specs for the facility.

 

Mr. Guest stated O & A’s attorney Frank Wilson has received approval from the City of Hartwell officials to rezone the site location.

 

County Attorney Walter Gordon stated of the four developers that submitted proposals O & A Developers DFACS facilities were of superior quality.

 

Mr. Gordon explained the lease agreement with the Department of Human Resources. He added the facility’s maintenance and upkeep would be provided through an interest bearing escrow account.

 

Mr. Guest stated at the end of the fifteen-year lease agreement the facility will be deeded to Hart County.

 

DFACS Director Tom Mullenix thanked the Board of Commissioners for “hanging in there for the duration of the beginning stages of the proposed facility.”

 

An employee of DFACS asked when the construction of the facility is to begin. Mr. Guest responded the construction project should begin within a few weeks and should be completed in nine months.

 

Attorney Gordon said there would be no financial responsibility by any party until the facility is completed. He also said if the State fails to appropriate funds for the facility in the future the county would not be obligated to fund the facility.

 

Mr. Mullenix said he and DFACS employees are very pleased with the proposed facility.

 

Chairman Moore thanked everyone for attending the public hearing and said the proposed facility will be one to be proud of.
