Planning Session

 

The Hart County Board of Commissioners met September 13th, 1999 at 4:30 p.m. in the Hart County Administrative & Emergency Services Center.

 

Chairman Joel Moore presided with Commissioners Ken Brown, Don Burdick, Harry Hannah and R. C. Oglesby in attendance.

 

Other attendees: County Administrator Gary Cobb, Public Works Director Rick Haney, County Attorney Walter Gordon, Reporter Mark Lanford and county resident Mr. Little.

 

1.      Creekside Industrial Development – after much discussion of whether the City of Hartwell had supplied requested assurances that the non-Department of Transportation portion of the road improvements would be borne by the City, it was agreed to remove the item from the September 14th, 1999 meeting agenda

2.      Bids for the Old Shoal Creek voting house were opened and read as follows:

A) Betty A Little               $1,129.

B) Kenneth Hodges             100.

C) Roger Gibson       525.

 

It was agreed to put Betty A Little’s bid of $1,129 on the consent agenda.

3.      Freedom Heights Subdivision approval – all documentation is in order except receipt of road bond. Matter to be placed on the Consent Agenda pending receipt of bond

4.      LARP Projects – Public Works Director Rick Haney was directed to review all commissioners’ input and prioritize the roads for DOT submission. It was noted the DOT will do their own prioritizing and will fund on their list

5.      FY00 Capital spending – BOC reaffirmed their policy to keep FY00 capital spending on hold for six months except for emergencies and then the request should be addressed to the County Administrator

6.      Recommendation for appointment to the Hospital Authority Board – Place on Consent Agenda to recommend that the present three (3) members be reappointed. (Scott Hardigree, Dr. Gordon Irwin and Mildred “Pudge” Smith)

7.      Discussed 9/14/1999 reception for Senator Eddie Madden

8.      Literacy Council received $18,395 ARC Grant

9.      Part time positions for high school distribution Ed Program – BOC agreed to up to two (2) positions, 20 hrs max per week at minimum wage

10. Used van purchase for Jail – BOC would not consider this item

11. Personnel Policy Update – Family Medical Leave Act – BOC directed County Administrator Gary Cobb to purpose FMLA update of Personnel Policy

12. Gravel Policy – The county’s policy is to gravel and maintain county road only. Typically a 40-foot right-of-way is required for a road to be accepted as a county road and this would qualify the road for gravel. A road must have a 60 foot right-of-way before it can be considered for paving

13. Springs Industries Project – County Administrator and Public Works Director discussed the status of the Springs Project. They were directed to meet with the Springs Industry Engineer and discuss their reimbursement to the County
