The Hart County Board of Commissioners met September 14th, 1999 at 5:30 p.m. in the Hart County Administrative & Emergency Services Center.

 

Chairman Joel Moore presided with Commissioners Ken Brown, Don Burdick, Harry Hannah and R. C. Oglesby in attendance.

 

Call to Order, Welcome, Moment of Silence

 

Chairman Moore called the meeting to order, welcomed those in attendance and offered a moment of silence.

 

Approve Agenda

 

Commissioner Hannah entered a motion to approve the meeting agenda. Commissioner Burdick provided a second to the motion. The motion carried unanimously. The agenda is recorded in the “1999-2000” minutes book.

 

Approve Minutes of Previous Meeting(s)

                        8/23, 8/24/99

 

Commissioner Hannah entered a motion to approve the minutes of the meetings held August 23rd and August 24th, 1999. Commissioner Brown provided a second to the motion. The motion carried unanimously.

 

Remarks by Invited Guests, Committees, Authorities, Etc.

a.                  Gary Roberts/Georgia Forestry

 

Mr. Roberts was not able to attend the meeting due to a previous commitment.

 

Reports By Constitutional Officers & Department Heads

 

None

 

County Administrator's Report

 

County Administrator Gary Cobb announced Rocky Ford boat ramp was closed today and the Reed Creek boat ramp will be closed due to needed repair work. 

 

Mr. Cobb reported the Tax Commissioners’ office does not have the tax digest conversion information from TBS. He said that if the information is provided by next week the commissioners could vote on the budget and milage rate at the October 12th, 1999 meeting.

 

He also announced Phil Whitlow from the ARC cancelled the meeting of September 14th, 1999.

 

Mr. Cobb also reported Public Works Director Rick Haney and Road Superintendent Ronnie Dickerson ranked county roads to submit to the DOT LARP program. After brief discussion the commissioners recommended submitting all the roads on the list to the DOT.

 

Chairman's Report

 

Chairman Moore announced the Hart County Literacy Council has been awarded $18,395 grant funds from the Appalachian Regional Commission.

 

He also announced the next Board meeting is scheduled September 27th, 1999 at 7:00 due to a conflict with the ACCG meeting in Atlanta.

 

Chairman Moore gave an update on Hurricane Floyd.

Consent Agenda

 

            New Business

a.                  Old Shoal Creek voting house land parcel bids acceptance of Betty A. Little’s bid of  $1,129.

b.                  Freedom Heights Subdivision – all documentation is in order except receipt of road bond. Matter pending receipt of bond.

e.         Motion to appoint Hayes, James & Associates as Hart County’s Environmental Engineer (Landfill remediation) per their August 27th, 1999 proposal, contingent upon the evaluation of a contractors qualification statement and successful negiotation of a contract.

 

Commissioner Burdick entered a motion to approve the Consent Agenda. Commissioner Hannah provided a second to the motion. The motion carried unanimously. The Consent Agenda is recorded in the “1999-2000” minutes book.

 

County Attorney Walter Gordon submitted a subdivision payment bond in the amount of $80,000 he received from Charlene Hulme and Charles Fields for Freedom Heights Subdivision. The bond is recorded in the “1999-2000” minutes book.

 

Mr. Gordon also presented a warranty deed for Chairman Moore’s approval for the Shoal Creek voting house land parcel. The warranty deed is recorded in the “1999-2000” minutes book.

Chairman Moore announced the meeting was open for a public hearing for proposed budgets for fiscal year 2000.

 

There was not any public comments pertaining to the proposed budgets.

 

Public Comment - Executive Session As Required – Adjournment

 

Doris Emmel questioned the closing of the boat ramps as announced earlier by County Administrator Gary Cobb. She thought the ramps were Corp of Engineer property. Mr. Cobb responded there are three ramps that are deeded to Hart County and therefore are the county’s responsibility to maintain.

Commissioner Oglesby entered a motion to adjourn the meeting. Commissioner Brown provided a second to the motion.
