Roads Planning Session

The Hart County Board of Commissioners met July 11th, 2000 to discuss road projects in the Hart County Administrative & Emergency Services Center.

 

Present:          Chairman Joel Moore, Commissioners Ken Brown, Don Burdick and Harry Hannah, County Administrator Gary Cobb, Public Works Director Rick Haney and Road Superintendent Ronnie Dickerson.

 

Chairman Moore called the meeting to order at 10:00 a.m.

 

Chairman Moore reported that the DOT contract document for St. Johns and Kings Bench Roads had been signed and returned to the DOT. Next step is to receive from the DOT the right-of-way certification forms, have Walter and the Chairman sign and return them to the DOT. After that we should receive approval to proceed.

 

Ridge Road Project was discussed as to whether it should be done in-house or by contract. Commissioner Burdick said it didn't matter to him as long as we started the job. His concern was the potential lose of funding if we do not proceed. Public Works Director Haney supplied the following cost estimates.

LARP Projects

Mt. Olivet will receive further resurfacing with extra 1999 funds. Elizabeth Road and Mt. Hebron Road will be resurfaced with 2000 LARP funds.

 

Memorial Bridge Road

Existing contract with E. R. Snell will require a change order for about $4,000 to remove abutments. They expect to start the project September 1, 2000.

 

B. Bailey Road

At DOT awaiting their response.

 

Schedules:

 

·        It is expected that all non-standard roadwork, including Heard Drive, will be completed by August 18, 2000. It was agreed that NO ADDITIONAL ROADS  will be added to the list without BOC review

·        Assuming that the St. Johns/Kings Bench contract to proceed is received by August 21, 2000 then begin setting base on St. Johns using contract haulers on August 21. It is estimated that this is a 6 - 8 week project

·        Kings Bench Project estimated at 6 - 8 weeks

·        Ridge Road Project estimated at 6 weeks

·        Memorial Bridge Road estimated at 6 - 7 weeks

 

Other Projects

 

·        Gaines Court

Ownership documents to be sent to the County Attorney for review

·        Road Adoption Policy

Discussion was held on amending the Road Adoption Policy to address how many property owners were necessary along a road as criteria for adoption

·        Romeo Adams property on CR127

CR127 does not show its true length on the DOT maps. DOT will be requested to change the map. Mr. Adams would like the county to maintain it ditch-to-ditch road up to his property

 

Project Costs & Projected Expenditures

Rick Haney went over a spreadsheet showing estimated total costs for the non-standard road projects to total $380,3223.23.
