The Hart County Board of Commissioners met December 10th, 2002 at the Hart County Administrative & Emergency Services Center.

 

Chairman Joey Dorsey presided with Commissioners R. C. Oglesby, Don Burdick, Randy Banister and Ken Brown in attendance.

 

Call to Order 

 

Chairman Dorsey called the meeting to order.

Chairman Dorsey welcomed those in attendance.

 

Prayer

 

Commissioner Banister offered prayer.

Everyone stood in observance of the Pledge of Allegiance.

Commissioner Banister entered a motion to amend and approve the meeting agenda as follows:

Approve Minutes of Previous Meeting(s)

        November 26th, 2002

 

Commissioner Oglesby entered a motion to approve the minutes of the meeting held November 26th, 2002. Commissioner Brown provided a second to the motion. The motion carried 5-0.

 

Remarks By Invited Guests, Committees, Authorities

a.                Julie Owens, EPD

 

Ms. Owens explained the Clean Air Act and reported that a plan would be submitted by the EPD on the sediment problem in Little Shoal Creek by December 31st, 2002.

 

 

 

Reports by Constitutional Officers & Department Heads

 

a.                Sheriff Mike Cleveland

 

Sheriff Cleveland issued a statement of farewell to Commissioners Brown and Burdick.

 

Sheriff Cleveland remarked that he and the Board should have had input in a case that was settled by the county’s insurance carrier.

 

County Administrator’s Report

 

County Administrator Gary Cobb reported the following:

·        Property tax bills were mailed out this date

·        Employee appreciation luncheon December 23rd @ Mt. Olivet Elementary School

·        County Attorney Walter Gordon sworn into the U.S. Supreme Court Board in Washington, D.C.

 

Chairman’s Report

 

Chairman Dorsey reported the following:

·        2nd regular meeting of the month is cancelled due to the holidays

·        Called meeting next week to award liability insurance

·        Introduced the incoming commissioners Ricky Carter and Dan Reyen

·        Presented plaques to outgoing commissioners Ken Brown and Don Burdick

 

Commissioners’ Reports

 

Commissioner Burdick thanked the board and staff for the reception and for he and Commissioner Brown and thanked the citizens of the county for allowing him the opportunity to serve the community.

 

He remarked that the county consider studying consolidation of the City of Hartwell and Hart County governments.

 

Commissioner Banister remarked that he has talked with several individuals about consolidation issues.

 

Commissioner Burdick wished Dan Reyen and Ricky Carter well and he publicly thanked his wife Nancy for her support during his tenure on the board.

 

Commissioner Brown stated that he has enjoyed working with the county employees and wished Ricky and Dan the best.

New Business

 

a.                Crocker Subdivision  

 

Commissioner Oglesby entered a motion to approve Crocker Subdivision request. Commissioner Brown provided a second to the motion. The motion carried 5-0.

 

b.                Phase 1a Engineering Testing Services-Gateway

 

Commissioner Burdick entered a motion to accept the County Administrator and Public Works Director recommendation to award the contract to Goldie & Associates for engineering testing services for the Gateway project. Commissioner Banister provided a second to the motion. The motion carried 5-0.

 

c.                 Phase 1a Construction Contract-Gateway 

 

Commissioner Oglesby entered a motion to accept the County Administrator and Public Works Director recommendation to award the contract to Bear Creek Grading. Commissioner Brown provided a second to the motion. The motion carried 5-0.

 

d.                Proposed Amendment to Chapter 18 Buildings & Building Regulations

 

Commissioner Oglesby entered a motion to table the matter. Commissioner Banister provided a second to the motion. The motion carried 5-0.

 

e.                Beer & Wine License Renewal-Carol Haynes/Dad’s

g.                Beer & Wine License Renewal-Michael Scruggs/Mike’s

 

Commissioner Burdick entered a motion to deny the renewal applications until the applicants meet the requirements of the county ordinance. Commissioner Banister provided a second to the motion. The motion carried 5-0.

 

h.                Beer & Wine License Renewal-Albert Milford/Lakeside, Nuberg & M&M Food Marts

i.                   Beer & Wine License Renewal-Johnny Tucker/Hartwell Yacht Club

Commissioner Burdick entered a motion to approve the beer & wine license renewal applications for the above locations. Commissioner Banister provided a second to the motion. The motion carried 5-0.

 

n.                Beer & Wine Application-Kenneth Beggs/B&S Grocery  

 

Commissioner Burdick entered a motion to approve the beer & wine application for B&S Grocery. Chairman Dorsey provided a second to the motion. The motion carried 5-0.

 

o.                Credit for prior years service-Sheriff personnel

 

Commissioner Oglesby entered a motion to grant twelve years work experience to Thomas Carter. Commissioner Brown provided a second to the motion. The motion carried 5-0.

 

Public Comment  

 

Tom Hardigree recommended that the board consider ideas for attracting industry and growth in the county. He remarked that industrial growth is generally considered in areas that have private schools. He also remarked that residential growth is set up to attract retirees and that the county could attract growth by putting a cap on property tax limits.

 

Paul Roosenburg voiced his concern that there is not seating available for the elderly and handicapped that is going to the courthouse for property tax appeal hearings.

 

Commissioner Oglesby entered a motion to put chairs in the hall at the courthouse to accommodate citizens going to the courthouse. Commissioner Burdick provided a second to the motion. The motion carried 4-0. Commissioner Brown was absent during the vote.

 

Mr. Roosenburg also remarked that the state provides guidelines for assessing homes, however, they do not have guidelines for assessing lake property. He suggested that a committee be appointed to develop guidelines for assessing lake property.
