The Hart County Board of Commissioners met March 25, 2002 at 12 noon at the Hart County Administrative & Emergency Services Center.

 

Chairman Dorsey called the meeting to order at 12 noon. Those commissioners present were Commissioners Brown, Commissioner Banister, Commissioner Burdick and Commissioner Oglesby. Also present were Walter Gordon, Gary Cobb and Robert Rider (Hartwell Sun).

 

Chairman Dorsey asked Walter Gordon to review the history of the LOST in Hart County. Mr. Gordon stated it begun in the eighties and was last negotiated with the cities in June of 1995. It was stressed that the intent of LOST from the General Assembly was to offset property taxes.

 

The board reviewed several ways in which to share the LOST revenues keeping in mind a prior BOC commitment to use the proceeds to reduce property tax. It was agreed that the fairest way to distribute the revenues evenly was to have the county use all of the proceeds to reduce property taxes to all county citizens. Other possible ways were to base the distribution on the 2000 Census and the most recent tax digest. Many ideas, comments and insights were offered. It was agreed that the September 10, 2001 ACCG letter should be distributed.

 

Chairman Dorsey will open Wednesday's meeting and each governing authority present will be asked to give their input. After all inputs are received, the floor will be open to general discussion. Before the meeting adjourns, a next meeting date should be set.

 

Motion by Commissioner Oglesby, 2nd by Commissioner Burdick to adjourn.
