Hart County Board of Commissioners

The Hart County Board of Commissioners met July 27th, 2004 at 5:30 p.m. in the Hart County Administrative & Emergency Services Center.

Chairman Daniel Reyen presided with Commissioners R C Oglesby, Randy Banister, Ricky Carter and Joey Dorsey in attendance.

Chairman Reyen called the meeting to order and announced the purpose of the meeting is to discuss a plan to address the issues in the peer review.

Chairman Reyen reported that the Chairman of the Board of Tax Assessors had a prior commitment is unable to attend and that he was assured by the remaining four members that they would be in attendance. However, Mr. Burdick and Mr. Fogerty were the only two members in attendance.

Don Burdick member of the Board of Assessors reported that Mr. Combs has set up certain committees to address the issues in the peer review. Mr. Burdick is on the committee to develop a web page for the Tax Assessors' office. He said he is researching what other counties across the state have on their websites that would assist property owners concerning i.e. appeal process, tax relief programs.

Bill Fogerty member of the Board of Assessors reported that he is on the committee to develop a policy book to assist the public. He said he has one written policy so far but he would need the assistance from the Chief Appraiser to get information to create other policies.

Commissioner Oglesby remarked that it is imperative that all the Board of Tax Assessor members be in attendance to discuss the issues.

Chairman Reyen remarked that the absence of the other members of the Board of Assessors and Chief Appraiser shows their disdain for this process, this board and the citizens of the county.

Commissioner Oglesby asked if they had been invited by letter to attend the meeting. Chairman Reyen responded that a request was not put in form of a letter.

Commissioner Oglesby suggested that a letter be sent to each member of the Tax Assessor Board scheduling another meeting for the same purpose, mandatory that they attend.

Commissioner Oglesby entertained a motion to schedule a meeting August 17th, 2004 at 5:30 p.m. for the purpose of discussing issues of the peer review. Commissioner Dorsey provided a second to the motion. The motion carried 5-0.

Commissioner Oglesby entertained a motion to adjourn into executive session to discuss potential personnel litigation matters. Commissioner Banister provided a second to the motion. The motion carried 5-0.

With no further action taken during executive session, Commissioner Oglesby entertained a motion to exit executive session and adjourn the meeting. Commissioner Carter provided a second to the motion. The motion carried 5-0.
