County Fire Department Long-range Management Plan
The Hart County Board of Commissioners
is dedicated to providing the best possible service to the Public,
property owners, and the volunteer firefighters. In 2004, the
Hart County Board of Commissioners has budgeted for resources
to improve our volunteer fire department operations. In addition,
it is goal of the Hart County Board of Commissioners to maintain
our current ISO rating. This year additional resources allocated
to the volunteer fire department include the hiring of two full
time firemen to manage the workload and required tasks as outlined
in this plan.
In summary, the duties and tasks
to be accomplished include:
- Maintain all records and
files, adhering to ISO requirements and government agency
requirements.
- Clean, repair, test, and
map all hydrants in the county in accordance with all
county, state and federal regulations.
- Respond to E911 dispatches
for the Fire Dept. during M-F 8-4:30.
- Conduct tests on pumps and
hoses in accordance with all county, state and federal
regulations.
- Conduct, document and/or
advise about Fire Dept. training seminars, workshops,
conferences, and conventions needed to maintain ISO rating.
- Conduct Fire Prevention/Fire
Safety events as necessary and as required to maintain
ISO rating.
- Perform other related duties
as assigned.

Two full-time firefighters will be
hired to accomplish the tasks outlined above and in Table
1. They will work out of Central Fire Station where they will
respond to all dispatches for the Fire Department from 911E. The
building will accommodate a locked office with all appropriate
office equipment, to include: Computer and printer, fax machine,
telephones, and miscellaneous office supplies.
The two new firefighters will be
full time under the supervision of the Fire Chief. The first priority
will be fighting fires during Mnday to Friday8-5, however they
will also be responsible testing and inspections to maintain fire-fighting
equipment in accordance with ISO and government regulations. They
will provide copies of Fire Reports to victims and insurance agents
as necessary and will respond to inquiries from the public. When
both firefighters are away from the office, voice-mail will record
incoming phone messages. The firefighters will respond to these
recorded calls upon return to the office. When away from the office,
pagers will be provided to receive emergency pages.
They will receive all necessary training
as firefighters and any other required training when these events
become available. They will acquire sufficient training in all
aspects of firefighting and Fire Department record-keeping. They
will also be responsible for maintaining records from the Fire
stations and for ensuring that all training is up to date so that
the ISO rating is maintained. They will provide additional training
to the Fire Departments when they are capable of providing such
training. They will also coordinate the periodic training that
the County hires to conduct additional training that they are
not capable to be able to provide.
The Firemen will also be responsible
for ensuring that the fire stations routinely maintain their equipment
and aid in the transportation of the equipment for servicing when
needed.
Table
1, lists the tasks with time required for each task.
The primary purpose of the Hart County
Board of Commissioners providing full time firemen is for, maintaining
the current ISO rating, providing service to the volunteer firemen,
and providing service to the public. To ensure that goals are
being met, the County Administrator will be provided routine feedback
including quarterly reports and accompanying data for the goals
as established for maintaining the ISO rating, serving the volunteer
firefighters, serving the public, and accomplishing the goals
of the Hart County Board of Commissioners as outlined in Table
1.
A progress summary of this information
will be presented by the County Administrator to the Hart County
Board of Commissioners to evaluate the achievement of the goals
set.
