The Hart County Board of Commissioners met
Chairman Joel Moore presided with Commissioners Ken Brown, Don Burdick, Harry Hannah, and R. C. Oglesby in attendance.
Chairman Moore called the meeting to order, welcomed those in attendance and offered a moment of silence.
Commissioner Oglesby entered a motion to approve the meeting agenda. Commissioner Brown provided a second to the motion. The motion carried unanimously. The agenda is recorded in the “1999-2000” minutes book.

Commissioner Brown entered a motion to approve the minutes of the meetings held June 7, 1999 and June 8, 1999. Commissioner Hannah provided a second to the motion. The motion carried unanimously.

Committees, Authorities, Etc.
a. Thomas Mullenix, Dept. of Family & Children Svc. Director
Mr. Mullenix gave a brief report of the various programs offered through the agency as follows:
· Temporary assistance to needy families
· Food stamps
· Medicaid
· Investigate abused children & adults
· Foster care program
Mr. Mullenix reported due to the Welfare Reform Act there has been a reduction in the number of clients receiving welfare. He said the Welfare Reform Act is a positive step in assisting clients who receive welfare to get into a work program.
Commissioner Hannah recognized Mr. Mullenix and his staff for the incredible job they perform.
Mr. Mullenix thanked the commissioners for their support.
County Attorney Walter Gordon did not have anything to report.
County Administrator Gary Cobb reported the fiscal year 2000 budget is proceeding as scheduled.
Chairman Moore reminded the board members of the Department of Transportation’s annual meeting scheduled July 16th, 1999 at 11:00 a.m. at the Hart County Administrative & Emergency Services Center.

Commissioner Burdick entered a motion to approve the consent agenda. Commissioner Hannah provided a second to the motion. The motion carried unanimously. The consent agenda is recorded in the “1999-2000” minutes book.
a. Roof bid/Bio Fire Station
Commissioner Oglesby entered a motion to approve Lee Dowell’s bid of $6,575 for metal roofing to replace the shingle roof on the Bio Fire Station. Commissioner Hannah provided a second to the motion. The motion carried unanimously.
b. Grading bid contract
Commissioner Oglesby entered a motion to authorize Chairman Moore to sign the grading bid contract with Ethridge Backhoe & Grading Company. Commissioner Hannah provided a second to the motion. The motion carried unanimously.

Chairman Moore announced the resignation of Mike Coulter from the Industrial Development Authority and stated Jack Edmunds has agreed to serve Mr. Coulter’s unexpired term.
Dick Heimerich and other residents of Old Beacon Light Road requested the board accept the road into the county road system with a thirty-foot right-of-way. He indicated twenty-seven residents live on the road however, two residents at the very end will not sign the right-of-way. Mr. Heimerich requested the road be considered for resurfacing.
Commissioner Oglesby entered a motion to accept Old Beacon Light Road on the county road system and stop at the area of the road that does not have the thirty-foot right-of-way . Commissioner Brown provided a second to the motion. The motion carried unanimously.
Bobby Gaines asked what portion of the watersheds would be bushhogged. He stated watersheds have been diverted to the property owner.
Chairman Moore stated the county has a commitment to the Broad River Conservation Service to bushhog the watersheds.
Mr. Gaines requested Chairman Moore research the watershed projects to make sure the county is required to bushhog them.
Mr. Gaines congratulated Tom Mullenix in his efforts to cut spending. He stated Hart County needs to cut spending and collect revenues other than from property owners.
Barbara Setchel asked when Old Beacon Light Road will be on the resurfacing list. Commissioner Oglesby stated it would probably be a couple of years adding the county can patch the potholes before it is resurfaced.
Commissioner Hannah entered a motion to adjourn the meeting. Commissioner Brown provided a second to the motion. The motion carried unanimously.
