Planning Session
4:30 p.m.
The Hart County Board of Commissioners met October 11th, 1999 at 4:30 p.m. in the Hart County Administrative & Emergency Services Center.
Chairman Joel Moore presided with Commissioners Ken Brown, Harry Hannah and R. C. Oglesby in attendance. Commissioner Don Burdick absent.
Also attending the planning session County Administrator Gary Cobb, County Attorney Walter Gordon and Public Works Director Rick Haney.
Chairman Moore called the meeting to order. There were no reports by Constitutional Officers or Department Heads.
County Administrator's Report consisted of the following topics:
· Participation in Phase I of DDA Master Plan – put on the consent agenda for October 12, 1999 meeting
· Discussed the status of HB489 package – DCA has received the package and is having a consultant review it. The consultant has been in contact with Mr. Cobb and there is still work to be done before the package is approved.
· Millage rate publication and approval date, advertise in October 13, 1999 newspaper edition with approval date set for November 9, 1999 BOC meeting.
· Proceed with capital expenditures in Tax Commissioners’ office.
· Proceed with capital purchases for vital sign monitors.
· Discuss Fire Department’s request further. Requesting a beeper inventory be submitted.
· Funds from Superior Court Clerk Authority to be deposited in General Fund for the operation of Court Clerk’s office with no designation. County Administrator directed to investigate appropriate technology and equipment for electronic archiving of all county documents.
· The County Administrator would decide requests for the use of “Banked personal leave” on an individual basis of hardship.
Public Works Director Rick Haney updated the board on the status of road paving projects. Due to a major breakdown of the paving machine, the staff was directed to solicit bids for new equipment. In addition the staff was directed to solicit bids for paving three roads. Both of these items to be put on the consent agenda.
Mr. Haney reviewed the status of the boat launching bid specs, the bushhogging contract and landfill contract.
Staff was directed to prepare public awareness articles on the placing of sings in the public right-of-way.
The Goldmine Convenience Center property was discussed. The staff was directed to have the county surveyor prepare a plat showing 1.08 acre before they will consider the additional 0.08 acre.
Surplus of non-used equipment will be placed on the consent agenda.
