Hart County Board of Commissioners

The Hart County Board of Commissioners met October 26th, 1999 at 7:00 p.m. in the Hart County Administrative & Emergency Services Center.
Chairman Joel Moore presided with Commissioners Ken Brown, Don Burdick, Harry Hannah and R. C. Oglesby in attendance.
Chairman Moore called the meeting to order, welcomed those in attendance and called for a moment of silence.
Commissioner Hannah entered a motion to approve the meeting agenda. Commissioner Brown provided a second to the motion. The motion carried unanimously. The agenda is recorded in the “1999-2000” minutes book.

Commissioner Hannah entered a motion to approve the minutes of the meetings held October 11 and October 12, 1999. Commissioner Burdick provided a second to the motion. The motion carried unanimously.

Fire Chief Billy Ray Vickery questioned the board why Commissioner Brown and Chairman Moore met with some of the station commanders. He said he didn’t think it was right since he was chastised last year because one of the volunteer firemen approached the board about a problem.
Chairman Moore stated he was inquiring about the status of the beepers. He also said he was trying to get accurate information to base decisions for expenditures.
Chief Vickery said he was the fire chief and that he would provide any information needed on equipment status.
Commissioner Oglesby asked Attorney Gordon if the issue Chief Vickery was bringing before the board could be considered personnel. Attorney Gordon replied that it could be considered a personnel matter.
Commissioner Oglesby stated that every Department Head needs to follow the proper chain of command and Chief Vickery needed to meet with the County Administrator.
Commissioner Burdick stated as a commissioner that anyone in the county should be able to approach him to discuss county matters. However, Chief Vickery should follow the chain of command.
Attorney Gordon reported the next delinquent tax sale is scheduled November 2nd, 1999 at 10:00 a.m. on the courthouse lawn.
Attorney Gordon also reported Public Defender Bill Daughtry has submitted a letter of resignation. He said the advisory board is receiving resumes and will schedule interviews November 2nd, 1999. He also stated Mr. Daughtry has done an excellent job and he wished him well with his new practice.
County Administrator Gary Cobb reported he would have more information on pre-bills for the next planning meeting. He also reported the county participated in Government Day with students from Hart County High School.
Chairman Moore announced the December 28th, 1999 meeting will be cancelled due to the Christmas holiday season.
Chairman Moore reported he was very impressed with the students that participated in the Government Day program. He said he thought it was very informative for the students.
Chairman Moore introduced newly appointed Superior Court Judge Thomas Hodges.
Judge Hodges stated he is looking forward to serving the citizens of the Northern Judicial Circuit.

a. Beer & Wine license/Royal Food Store #3
County Administrator Gary Cobb reported the beer & wine application is in compliance with the ordinance.
Commissioner Hannah entered a motion to approve the beer & wine application request. Commissioner Brown provided a second to the motion. The motion carried unanimously.
b. Charles Lattuada/Year 2000 census update
Mr. Lattuada was not able to attend the meeting. However, Commissioner Burdick stated the government is interested in the 2000 census that it be done as accurately as possible. He said federal funds programs are based largely on census information and therefore, it is very imperative the census count is correct. He stated the RDC is charged to work with counties and municipalities to assist with the census information. He also stated the information gathered from the census reports is confidential.
Commissioner Burdick was pleased to make the census report for Mr. Lattuada and he wished him well.
c. Greenbriar Acres subdivision/George Bowers
Commissioner Brown entered a motion to accept Greenbriar Acres subdivision on the county road system with a sixty-foot right-of-way. Commissioner Hannah provided a second to the motion. The motion carried unanimously.
Bobby Gaines said he is concerned about the attitude the board has shown toward Chief Vickery. He felt the board is undermining Vickery’s authority.
Chairman Moore explained it was not his intention to by-pass anyone and he did not intend to offend anyone.
Commissioner Burdick entered a motion to adjourn the meeting. Commissioner Brown provided a second to the motion. The motion carried unanimously.
