The Hart County Board of Commissioners met September 27th, 1999 at 7:00 p.m. in the Hart County Administrative & Emergency Services Center.

 

Chairman Joel Moore presided with Commissioners Ken Brown, Don Burdick, Harry Hannah and R. C. Oglesby in attendance.

 

Call to Order, Welcome, Moment of Silence

 

Chairman Moore called the meeting to order, welcomed those in attendance and offered a moment of silence.

 

Approve Agenda

 

Commissioner Hannah entered a motion to approve the meeting agenda. Commissioner Oglesby provided a second to the motion. The motion carried unanimously. The agenda is recorded in the “1999-2000” minutes book.

 

 

Approve Minutes of Previous Meeting(s)

            9/13, 9/14/99

 

Commissioner Hannah entered a motion to approve the minutes of the meetings held September 13th and September 14th, 1999. Commissioner Burdick provided a second to the motion. The motion carried unanimously.

 

Remarks by Invited Guests, Committees, Authorities, Etc.

a.                  Gary Roberts/Forestry Commission

 

Chief Ranger Gary Roberts of the Georgia Forestry Commission reported that forestry continues to be the leading industry in Georgia contributing more than $19.5 billion annually to the state economy. He said according to tax records $541,433.84 of timber was harvested in Hart County during the state fiscal year ending June 30, 1999.

 

Mr. Roberts stated wildfires are their major concern and they work closely with the volunteer fire department. He also stated he wished to give credit to the volunteer firemen in the county for the service they provide. A copy of Mr. Roberts report is recorded in the “1999-2000” minutes book.

 

Commissioner Oglesby asked Mr. Roberts if they issue citations for burning without permits. Mr. Roberts stated they issue warnings.

 

Chairman Moore asked if the forestry commission has seedlings available. Mr. Roberts reported the seedling sell started in August and they still have some available.

 

Commissioner Burdick asked how the forestry commission interfaces with the volunteer fire department. Mr. Roberts explained they monitor the 911 frequency and they have a mutual agreement with the fire department to respond to wildfires only.

 

Mr. Roberts invited the board members to visit the forestry office at their convenience.

 

Chairman Moore thanked Mr. Roberts for the report.

 

Chairman Moore recognized Boy Scout troup member Craig Hill who is working on his leadership badge.

Consent Agenda

 

County Administrator Gary Cobb reported the following items were placed on the consent agenda as per the planning session:

Commissioner Brown entered a motion to approve the consent agenda. Commissioner Burdick provided a second to the motion. The motion carried unanimously. The consent agenda items are recorded in their entirety in the “1999-2000” minutes book.

 

Administrator Gary Cobb thanked the board on behalf of all the county employees for their approval of the pay plan adjustments.

New Business

 

a.                  Approval General Fund Budget, 1% SPLOST, E911, Insurance Premium Tax, 10% Jail Surcharge, Solid Waste Disposal, Victim Assistance, Drug Abuse Treatment & Education Fund FY’00 budgets.

 

Commissioner Hannah entered a motion to adopt the General Fund Budget of $6,263,981.00 for fiscal year 2000. Commissioner Brown provided a second to the motion. The motion carried unanimously.

 

Commissioner Burdick entered a motion to adopt the following fund budgets for fiscal year 2000.

            1.         1%SPLOST                                       $940,500.

            2.         E911                                                     184,238.

            3.         Insurance Premium Tax                      521,408.

            4.         Solid Waste Disposal                        508,200.

            5.         Victim Assistance                                 25,846.

            6.         Drug Abuse Treatment & Education   4,500.

            7.         10% Jail Surcharge                               22,300.

            8.         Education Fund                                           500.

 

Commissioner Brown provided a second to the motion. The motion carried unanimously. The budget summary information and the chairman’s approval of the adoption of the motion is recorded in the “1999-2000” minutes book.

Chairman Moore thanked the Department Heads for attending the meeting.

 

With no further comments, Commissioner Brown entered a motion the meeting adjourn. Commissioner Hannah provided a second to the motion. The motion carried unanimously.
