The Hart County Board of Commissioners met May 8th, 2000 in the Hart County Administrative & Emergency Services Center.
Chairman Joel Moore presided with
Commissioners Ken Brown, Don Burdick, Harry Hannah and R. C. Oglesby in
attendance. Others in attendance were County Administrator Gary S. Cobb, Public
Works Director Rick Haney, Reporters Mark Lanford and Jennifer Paynter and
County Attorney
Chairman Moore opened the meeting at 4:30 p.m.
County Administrator's Report
· Status was given on the Courthouse/Annex construction. Contractor is estimating two more weeks of work.
· Contact has been made with the ISO representative in Columbia, S. C. He has forwarded paperwork to the Fire Chief. Once it is returned he estimates 8-9 months before the site visit.
· Mr. Fleming's Dogwood Trees
Report was given on "damage" to Mr. Fleming's dogwood trees as a result of bushhogging the right-of-ways. After some discussion, Commissioner Burdick made a motion that the county pay Mr. Fleming's request for damages. Motion failed for lack of a second. After further discussion, the County Administrator was directed to work with the County Extension Agent and negotiate a settlement with Mr. Fleming.
· After discussion of the a) Intergovernmental Agreement Resolution, b) the Recreation Property Maintenance & Management Resolution and c) the Temporary DFACS Lease, all three were directed to be placed on the Consent Agenda.
· County Administrator explained his plan to seek Federal Grant funds for the extension of the Hodges Mill Water line and to have the water line from Hickory Crossing to the Fire Training facility designed and bided by the Hart County Water & Sewer Authority.
· Rick McCurry's request to delay paving Wal-Mack Subdivision was directed to the placed on the Consent Agenda.
Chairman's Report
· Update given on Gateway Project
· Changes in property ownership along Gaines Court discussed
· Status of meeting with the Telephone County official was given
Other Business
· Need to have SPLOST sign's erected at the various projects. This is not the first time this request has been made.
· Resurfacing of designated roads should be completed on Friday, May 12, 2000. Road crew will then start work on the Landfill Maintenance.
Motion by Commissioner Oglesby to go into Executive Session for the purpose of discussing potential real estate acquisition. Vote was 5-0. Commissioner Oglesby excused himself. The resolution and affidavit as required under O.C.G.A. 50-14-4(b) is recorded in the "1999-2000" minutes book.
Motion by Commissioner Brown, second by Commissioner Burdick to reconvene the regular meeting. Motion passed 4-0.
Discussion on possible usage of the proposed SPLOST revenues. Question was asked with the City of Hartwell 23% on LOST revert to the earlier agreed percentage?
With no other business, Chairman Moore adjourned the meeting at 7:30 p.m.
