County Attorney's Report

· Will attend Joint Development Authority meeting on November 27th, 2000.
· Will attend (could be via conference call) a GMA meeting to discuss revisions to the State Open Meetings and Records Code. The BOC and County Administrator offered their comments on the subject.
County Administrator's Report
· DDA
Mary Alice Applegate addressed the BOC concerning their financial support (matching funds) for the 2nd T-21 Grant which was submitted in July. The requested grant total was $1,000,000, which requires a $420,000 cash (in-kind) match. After exchanging views and asking questions, the BOC said it was reserving their decision until the City of Hartwell makes it's decision. The DDA was asked to meet again after this information was available.
· Holiday Schedule
The schedule of Holidays was discussed as well as the firemen's and employee's appreciation dinner. It was agreed that the county would continue the tradition stated in 1999 asking employees to bring toys for children that would be distributed by DFACS. Additionally, Department Heads may bring door prizes purchased through their personal resources.

· Liability Insurance Agent of Record
Skelton Morris Insurance Agency has requested they be named the county's Agent of Record. According to them this is necessary for them to submit their proposal on December 4th, 2000. Another insurance agency has also asked St. Paul for a bid. Since the other agency was first to submit a full package to St. Paul, they have St. Paul's bid even though Skelton Morris Agency was the first to request a bid from St. Paul. After much discussion between the BOC and the County Administrator, the BOC decided not to take action on this specific request stating that all the insurance information is public record and it is available to all under the same conditions.
Chairman's Report
· Chairman Moore reminded BOC of reception December 2nd, 2000 for Franklin County BOC Chairman Lecroy.
· Soil Conservation meeting on December 7th, 2000.
Chairman Moore will try to arrange the meeting with the state officials for 11:00 a.m. December 15th, 2000.
Motion by Commissioner Oglesby, 2nd by Commissioner Brown to adjourn the meeting. Vote 4-0. Time approximately 5:45 p.m.
