Road Meeting

March 16, 2001

 

 

Chairman Oglesby called the Roads portion of the meeting to order at 12:45 PM. Those present were as follows:

 

Commissioners Banister, Burdick, Brown, Dorsey, Oglesby.  Others attending were Gary Cobb, Ronnie Dickerson, Laurie Adams, Virgil Ayers, and Nathan Golden       reporter from Anderson Independent.

 

II.        Roads

 

·        SPLOST Status

 

Gary Cobb presented the SPLOST status as of March 1, 2001. As a matter of information it was noted that we spend at least $15,000-$20,000 on general maintenance each month on non-allocated road projects. Mr. Cobb pointed out that if the Commissioners proceeded forward with all current projects we would be operating in the red until the new SPLOST payments started in July. Postponement of several projects was discussed, no decisions were made.

 

·        Present Road Department Projects Review

 

Mr. Cobb and Ronnie Dickerson presented a list to the Commissioners of all In-House projects the Road Department is currently working on at this time.

 

  1. Memorial Bridge Paving

 

Mr. Dickerson reported the cost of paving the area just over the bridge at a cost of $5000 verses the cost of paving over the bridge and resurfacing to Hwy 51, which would cost $43,000. It was decided to proceed as requested by the late Mr. Hannah to pave /resurface from the bridge to Hwy 51.

 

  1. Ridge Road

 

Mr. Cobb reported work to be complete on this project with the exception of rumble strips which will be placed by the Road Department the first of April.  A DOT traffic study has also been requested for the intersection of Ridge Road and Hart State Park Road.

 

  1. St John CME Shoulder Work

 

Mr. Dickerson reported that the paving is complete and ¾ of the shoulder work is completed on this project.

 

  1.  B. Bailey Bridge

 

Mr. Cobb reported we are awaiting a state contract for this project.

 

      e.   Harry Hannah Drive

 

Mr. Cobb reported that the Road Department would set the base for this road. The county will provide labor and equipment only. The City of Hartwell will furnish the materials.

 

 

      f.  Literacy Center Grading

 

Mr. Cobb reported the Road Department would be responsible for the grading of this site and will use the dirt removed from this project to layout and pave the adjacent parking lot.

 

 

g.      Recreation Park Paving

 

Mr. Cobb reported the paving of a 6’ walkway around the concession stand at the park to be completed by the Road Department.

 

 

h.      Kings Bench Shoulder Work

 

Mr. Cobb and Mr. Dickerson reported that this portion of this project could not be completed until the contractor completes the paving of this road.

 

i.        Winter Lane

 

Mr. Cobb reported that we are awaiting a contract from the state for the paving of this road.

 

j.        Misc. Shoulder Work

 

Mr. Dickerson reported that his department is continually maintaining and repairing county roads as necessary.

 

 

Commissioner Brown recommended to the Board getting an asphalt agreement from the Department of Transportation to complete some of the in-house projects listed above.

 

 

·        Contractor

 

a.      Kings Bench

 

Mr. Cobb reported that as of midnight Tuesday March 20, 2001 that Georgia Highway Pavers would be in default of their contract agreement with the county. He will have a $100 a day penalty until the paving is completed. The progress of this road from the previous roads meeting was noted as well as the progress made thus far. Estimate paving to be completed by the end of March.

 

b.      FY2000 Grading

 

 Mr. Cobb reported that the grading work would be completed by May 1, 2001. Three of the five contracted roads are completed.

 

·        ROW Issues

 

A list of roads was presented to the Board with the status of each road listed. An additional list of newly requested Right-Of-Ways was also presented. The Board was reminded by Mr. Cobb of their decision at the previous roads meeting to accept no further Right- of- Way requests until prior requests are completed.

 

 

·        Proposed Projects

 

  1. Road Repair

 

Mr. Dickerson gave a list to the Commissioners of various roads in each district that needed repair. The total to repair all roads is approximately $55,000. The Board instructed Mr. Dickerson to schedule the work. The money will come from the interest of the SPLOST account.

 

 

  1. New Elementary Schools Intersection Improvements

 

 Mr. Cobb recommended that the Board have a meeting with the DOT to determine what help, if any, they are going to give on their recommended improvements. He further advised that if the state did not participate then the county would most likely have a problem carrying out the required changes, however, if the state does participate then the county will have an issue of priority and money availability. Mr. Cobb has written a letter and will advise the Board of dates and times available for this meeting.

 

 

  1. Trip to DOT on County Projects

 

Mr. Burdick (after previous meetings with DOT officials) suggested the board develop a 2-5 year plan (similar to Elbert County’s) so that requests for funding are consistent. This would avoid roads being on two different type of funding lists. Commissioner Oglesby suggested that a two-year plan could be possible. Commissioners Brown and Dorsey suggested that we take care of the road needs we have now and not take on anything new until pending needs were taken care of first.

 

 

  1. Review all Roads

 

A list of county dirt roads with their current Right-Of-Way status listed was given to each commissioner as a matter of information.

 

 

·        October 27, 2000 Road Meeting Minutes Review

 

A copy of the previous roads minutes were given to the board with the status of those projects noted on the minutes.

 

Chairman Oglesby adjourned the meeting at 1:30 PM.
