The Hart County Board of Commissioners met March 16th, 2001 at 12:00 noon in the Hart County Administrative & Emergency Services Center.
Chairman R. C. Oglesby presided
with Commissioners
Chairman Oglesby called the meeting to order.
I. Personnel - Administrative Assistant Position
County Administrator Gary Cobb reported he has revised job descriptions and the funds were allocated for the position in the current year budget. He said that his supervisory duties have grown beyond the limits of his job description. He added that the person would have no supervisory responsibility and no authority to sign checks and would be under his direct supervision.
Commissioner Brown said that it was decided last year at budget time that the position was needed.
Commissioner Burdick remarked that County Administrator Cobb has taken on the many additional due to the many projects and the temporary responsibilities of the Public Works position therefore, increasing his workload. He said that there are a lot of grants that would be available for the county if we had someone to do the research and that one or two grants would probably pay for the position.
After discussing the position, Commissioners Banister and Dorsey asked for more time to study the situation.
Commissioner Dorsey remarked that since Friday's meeting was advertised as a planning session, not a regular meeting, therefore, he did not want to make a decision.
Commissioner Brown entered a motion to create the position. Commissioner Burdick provided a second to the motion. The motion failed with Commissioners Brown and Burdick in favor, Commissioners Banister and Dorsey opposed. Chairman Oglesby abstained from voting.
Commissioner Banister entered a motion to delay action and put the matter on the March 27th, 2001 meeting agenda. Commissioner Dorsey provided a second to the motion. The motion carried unanimously.
Virgil Ayers remarked that he opposed to creating the new position, adding that the county government has grown from three to five commissioners with a county administrator to handle the county business.
