Hart County Board of Commissioners
April 16th, 2002
4:30 p.m.
The Hart County Board of Commissioners met April 16th, 2002 at 4:30 p.m. in the Hart County Administrative & Emergency Services Center.
Chairman Joey Dorsey presided with Commissioners Ken Brown and Randy Banister in attendance. Commissioners Don Burdick and R. C. Oglesby absent.
Chairman Dorsey called the meeting to order and stated that the purpose of the meeting was to discuss the 1%LOST negotiations prior to meeting with the City of Hartwell and Royston on April 17th, 2002.
County Attorney Walter Gordon explained the criteria that must be considered as allowed by Georgia Law to determine the distribution between counties and cities.
Attorney Gordon explained that if no decision is reached within sixty days the matter can go to arbitration or mediation. He also stated that if a decision were not made by December 31st, 2002 the tax would not be collectable.
County Administrator Gary Cobb presented a spreadsheet using the tax digest and population figures.
The commissioners decided to use the tax digest and offer the City of Hartwell 16% of the 1%LOST.
Commissioner Banister remarked that using the digest to split the tax is the most equitable way for all property tax payers since the city residents benefit from tax roll backs from the county and the city.
The meeting adjourned at 6:40 p.m.
