The Hart County Board of Commissioners met February 12th, 2002 at 5:30 p.m. in the Hart County Administrative & Emergency Services Center.

 

Chairman Joey Dorsey presided with Commissioners Randy Banister, Don Burdick and R. C. Oglesby in attendance. Commissioner Ken Brown absent.

 

Call to Order, Welcome, Moment of Silence

 

Chairman Dorsey called the meeting to order, welcomed those in attendance and called for a moment of silence.

 

Approve Agenda

 

Commissioner Oglesby entered a motion to amend and approve the agenda to include item 12 a)First reading of changes to Code Section 2-61, Order of Business, 13 l) Dr. Lattuada Proclamation, m), Habitat for Humanity Subdivision remove 13b ,c and 14a. Commissioner Burdick provided a second to the motion. The motion carried 4-0.

 

Approve Minutes of Previous Meeting(s)

            1/22nd, 2/7th '02

 

Commissioner Oglesby entered a motion to approve the minutes of the meetings held January 22nd and February 7th, 2002. Commissioner Banister provided a second to the motion. The motion carried 4-0.

 

Remarks by Invited Guests, Committees, Authorities, Etc.

a.                  Larry Poole/Tammy Frye

 

Leah Lee spoke in the absence of Larry Poole and Tammy Frye. Ms. Lee explained that she volunteers to work with the S.T.A.A.R Club. She explained that it is a peer support group for young people who desire to develop strong character, have committed to remain abstinence until marriage, and are determined to succeed with their dreams and goals.

 

After Ms. Lee's presentation Commissioner Oglesby entered a motion to adopt a proclamation proclaiming the week of February 10th - 16th '02 as Abstinence Awareness Week. Commissioner Banister provided a second to the motion. The motion carried 4-0. The proclamation is recorded in the "2001-2002" minutes book.

 

Reports By Constitutional Officers & Department Heads

 

County Attorney Walter Gordon reported that the Joint Development Authority has been awarded a ten-year interest free loan from Hart County EMC. He explained that the $450,000 loan was made available through the Department of Agriculture. He said the Development Authority has used the funds to pay on bonds that were issued for the Gateway Industrial Park.

 

Attorney Gordon also reported that the Joint Development Authority has acquired a $500,000 low interest loan from the Department of Agriculture.

 

County Administrator's Report

 

County Administrator Gary Cobb did not have anything to report.

 

Chairman's Report

 

Chairman Dorsey did not have anything to report.  

 

Commissioners' Reports

 

Commissioner Banister reported that Senator Beatty informed him that there is a bill in the senate to increase the LARP program. 

 

Commissioner Banister reported that SB32 would not reduce the supplement for Probate Judges that serve as an election superintendent with the creation of an election board. However, if a newly elected Probate Judge takes office the supplement would be reduced.

 

Commissioner Banister entered a motion to draft a letter of support for the LARP funding. Commissioner Oglesby provided a second to the motion. The motion carried 4-0.

 

Commissioner Banister also reported that County Attorney Gordon, Commissioner Oglesby and himself would be submitting names in the near future for a hearing officer and prosecutor to review the arcade license applications that are pending due to the GBI sting.

 

Old Business

a.                  First reading of changes to Code Section 2-61, Order of Business

 

County Administrator Cobb conducted the first reading of the Meeting Order of Business.

 

New Business

 

a.                  Redistricting Project

 

After briefly discussing the Redistricting Project, Commissioner Oglesby entered a motion to appoint Chairman Dorsey, County Administrator Cobb and County Attorney Gordon as part of a delegation to work with the State Redistricting office. Commissioner Burdick provided a second to the motion.

 

During discussion it was decided to request minimum changes to the voting districts. Chairman Dorsey remarked that Districts 1 &3 are smaller according to the 2000 Census report. The vote carried 4-0.

 

b.                  Liability Insurance - Sesquicentennial Sites

 

The item was removed from the meeting agenda.

 

c.                  DFACS driver - State Grant

 

The item was removed from the meeting agenda.

 

d.                  City Paving Assistance - Harry Hannah Drive, Hattie Brown Drive, Poplar Street

 

Commissioner Oglesby entered a motion to assist the City of Hartwell with machinery and labor to pave the above city streets. Commissioner Burdick provided a second to the motion. The motion carried 4-0.

 

e.                  Subdivision Variance - Jones & Cook

 

Mr. Cooke explained that he and the late Dean Jones purchased property in 1968 and moved two mobile homes on the site. However, the two units use the same septic system and well. Mr. Cooke requested a variance, which would allow subdividing the property into two parts rather than joint ownership. The septic system would be on one parcel and the well on the other. The proposed lots would be .362 acre and .211 acre in size.

 

Commissioner Oglesby entered a motion to table the matter until the February 26th, 2002 meeting. Commissioner Banister provided a second to the motion. The motion carried 4-0.

 

f.                    Old Hendry's Church Road ROW Deed (school bus turn around)

 

Commissioner Oglesby entered a motion to accept the additional right-of-way for the school bus turn around. Commissioner Banister provided a second to the motion. The motion carried 4-0.

 

g.                  Fred Vehe Subdivision

 

Commissioner Oglesby entered a motion to approve the Vehe Subdivision request. Commissioner Banister provided a second to the motion. The motion carried 4-0.

 

h.                  Mapping Support & Training Service for Tax Assessors' Office

 

Commissioner Oglesby entered a motion to accept Keck & Wood bid of $12,150 and amend the Tax Assessors' budget as follows:

            Increase acct # 52.1300  by $8,500

            Decrease acct # 52.1200 by $1,500

            Decrease acct #52.3500  by $5,500

            Decrease acct # 52.3700 by $1,500

 

Commissioner Burdick provided a second to the motion. The motion carried 4-0.

 

i.                    Bushhog Contract 

 

Commissioner Oglesby entered a motion to extend the bushhog contract with Alton Leard for an additional year at the same rate of pay. Commissioner Banister provided a second to the motion. The motion carried 4-0.

 

j.                     Abstinence Awareness Week Proclamation

 

Item was acted upon during Remarks by Invited Guests, Committees, Authorities, Etc.

 

k.                  Literacy/Library Contract CO#1

 

Commissioner Burdick entered a motion to approve the change order in the amount of $5,350 for a 4th HVAC unit. Chairman Dorsey provided a second to the motion. The motion carried 4-0.

 

l.                     Dr. Lattuada Proclamation

 

Commissioner Burdick commended Dr. Lattuada for serving on the Board of Health and the RDC. He remarked that Dr. Lattuada was an outstanding individual and had been involved in the community since moving to Hart County.

 

Commissioner Burdick read the Dr. Lattuada Proclamation. Commissioner Oglesby entered a motion to adopt the proclamation. Commissioner Banister provided a second to the motion. The motion carried 4-0.

 

m.                Habitat for Humanity Subdivision

 

Commissioner Oglesby entered a motion to approve the Habitat for Humanity Subdivision request. Commissioner Banister provided a second to the motion. The motion carried 4-0.
