The Hart County Board of Commissioners met September 12th, 2002 at 5:30 p.m. in the Hart County Administrative & Emergency Services Center.

 

Chairman Joey Dorsey presided with Commissioners R. C. Oglesby, Donald Burdick, Randy Banister and Ken Brown in attendance.

 

Chairman Dorsey called the meeting to order and stated the purpose of the meeting was to discuss the 1% LOST distribution.

 

City of Royston Manager Susan Brooks stated that the City of Royston is satisfied to stay at 3.2% of the distribution of the tax and would not want to take anything less.

 

Chairman Dorsey reported that the City of Bowersville has requested 1%.

 

County Attorney Walter Gordon reported the method that the State law specifies for determining the distribution. He said it is preferable to use the population and the results of the decision will be for the next ten years.

 

Commissioner Oglesby entered a motion to accept the City of Hartwell's proposal of 22 1/2% contingent upon reaching an agreement with the City of Bowersville, Canon and Royston. Chairman Dorsey provided a second to the motion.

 

Commissioner Burdick questioned the City of Hartwell's rationale for their request of 22 1/2%.

 

Mayor Beasley remarked that a number of proposals have been presented and he had no further comments.

 

Commissioner Burdick stated he was willing to compromise and go to 20% distribution.

 

Commissioner Banister remarked that his main concern is for equity for county taxpayers and to use the county digest. He said he would be willing to give the City of Hartwell  20.5%.

 

Chairman Dorsey called for the vote. The vote failed with Chairman Dorsey and Commissioner Oglesby in favor. Commissioners Banister, Brown and Burdick opposed.

 

Commissioner Oglesby entered a motion to counter offer 22% to the City of Hartwell contingent on reaching an agreement with the City of Bowersville, Canon and Royston. Chairman Dorsey provided a second to the motion. The motion carried 4-1. Commissioner Burdick opposed.

 

A meeting is scheduled September 24th, 2002 at 5:30 p.m. with all municipalities.

 

Commissioner Oglesby entered a motion to adjourn the meeting. Commissioner Brown provided a second to the motion. The motion carried 5-0.
