The Hart County Board of Commissioners met February 22nd, 2005 at 7:00 p.m. in the Hart County Administrative & Emergency Services Center.
Chairman R C Oglesby presided with Commissioners Daniel Reyen, Gary Mize, Ricky Carter and Joey Dorsey in attendanc e.
Chairman Oglesby called the meeting to order at 7:00 p.m.
Chairman Oglesby welcomed those in attendance.
Rev. Durham offered prayer.
Everyone stood in observance of the Pledge of Allegiance.
Commissioner Reyen entertained a motion to approve the meeting agenda. Commissioner Dorsey provided a second to the motion. The motion carried 5-0.
Commissioner Reyen entertained a motion to approve the minutes of the February 8th, 2005 meeting. Commissioner Mize provided a second to the motion. The motion carried 5-0.

County Attorney Walter Gordon presented the BOC members with a response from State Representative Alan Powell and the Department of Corrections concerning HB58.
Attorney Gordon also presented the BOC with a map from the Water & Sewer Utility Authority that outlines the potential water projects for future SPLOST allocations.
County Administrator Jon Caime announced that the Corp of Engineers will be holding their annual conference March 3rd, 2005 from 9:30 a.m. until 12:00 at the Corp site on 29N. He also announced that the City/County joint meeting will be held March 3rd, 2005 at 6:00 p.m. in the Literacy Center to discuss the SDS.
Administrator Caime reported that the county has
received $82,216 from FEMA & GEMA for reimbursable expenditures for the
storm damages from Hurricane
Chairman Oglesby requested that the BOC move forward with a work session to discuss the Animal Control Ordinance and The Beer & Wine Ordinance.
Commissioner Mize requested placing the maintenance to the courthouse grounds on the March 8th, 2005 meeting.
Commissioner Dorsey entertained a motion to put a road work order in to fill up the ditch on St. John's CME Church Road adjoining the church property. He noted that the ditch was cut by the county after the church deeded a sixty-foot right of way to the county. Commissioner Reyen provided a second to the motion. The mo tion carried 5-0.
Commissioner Reyen entertained a motion to approve the subdivision request. Commissioner Dorsey provided a second to the motion. The motion carried 5-0.

a) Burl Pierce - Tax Commissioner Request for Funding
Tax Commissioner Pierce requested purchasing $3,300 worth of computers and flat screen monitors for the Tax office.
After discussing the issue, Chairman Oglesby entertained a motion to approve the purchases along with two additional computers. Commissioner Reyen provided a second to the motion.
Commissioner Carter asked where the funds to cover the equipment would be coming from. Mr. Pierce responded that there is a substantial savings in the salaries line item from what the previous Tax Commissioner would have earned if he was still holding office.
Jay Earle supported the request to purchase new computers.
The vote carried 5-0.
Attorney Gordon noted that the contract with for the delinquent tax collections is ready to be executed by the Chairman.
Attorney Gordon presented a resolution authorizing the Tax Commissioner's office to accept checks for all taxes, fees and licenses issued by of through the Tax office.
Commissioner Reyen entertained a motion to adopt the resolution. Commissioner Carter provided a second to the motion. The motion carried 5-0.
b) Comp. Land Use & SW Mgt. Plan Proposed New State Format & Deadline
Commissioner Reyen entertained a motion to adopt the proposed plan. Commissioner Dorsey provided a second to the motion. The motion carried 5-0.
c) Bid Opening Bush Hog Bids
The BOC opened the bush hog bids from the following:
Alton Leard $86 per mile, $4,250 bushes, $2,250 landfill, $2,850 water sheds
B&K Services $84 per mile, $7,300 bushes, $2,500 landfill, $2,500 water sheds
Tallent Lawn Care $86.05 per mile, $-0- bushes, $2,850 landfill $2,400 water sheds
R&R Lawn Care $84 per mile, $-0- bushes, $2,350 landfill, $2,800 water sheds
Commissioner Dorsey entertained a motion to defer the bids to the County Administrator for review and recommendation. Commissioner Reyen provided a second to the motion. The motion carr ied 5-0.
d) Consolidated Copier Proposal
IT Specialist Mary Hughes presented a consolidated copier proposal with Athens Digital. She noted that there would be an annual savings of $2,800 for the county to contract with Athens Digital. She recommended phasing out Xerox copiers and she also recommended a sixty month lease purchase plan for the copier for the Magistrate Court.
After discussing the issue, Chairman Oglesby entertained a motion to table the matter. Commissioner Reyen provided a second to the motion. The motion carried 5-0.
e) Budget Amendment Temp. Personnel for Clerk of Court
Chairman Oglesby entertained a motion to approve the budget amendment. Commissioner Reyen provided a second to the motion. The motion carried 5-0.
f) Non Consensual Towing Ordinance
Attorney Gordon noted that the first reading for the Nonconsensual Towing Ordinance was heard on January 11th, 2005. He noted the State license fee is $300 annually, however, if the county adopts the ordinance they can regulate the fee locally.
Commissioner Dorsey expressed his concern to limit the boundaries within the county instead of the thirty miles radius. The consensus of the board was to limit the boundaries ten miles from the courthouse.
Commissioner Carter expressed his concern for vehicles abandoned within the right-of-ways on county and state roads. He also expressed his opinion that the Sheriff set a fee that the county will pay for towing services. Attorney Gordon responded that the Sheriff has a policy in place to remove vehicles abandoned on the roads however, he did not recommend the fee schedule.
Jerry Wicker, owner of Wicker's Towing Service, noted that there are several satellite operation impoundment lots in the county that are not secured lots.
Commissioner Reyen entertained a motion to accept the second reading of the Non Consensual Towing Ordinance. Commissioner Mize provided a second to the motion. The motion carried 5-0.
g) Bid Opening Fire Station HVAC
The BOC opened sealed bids for the Fire Station HVAC from the following companies:
Air Zone $2,400
Hill Service $2,586
Johnson H & A $4,320
Chairman Oglesby entertained a motion to defer the bids to the County Administrator for review and recommendation. Commissioner Reyen provided a second to the motion. The motion carr ied 5-0.
h) Associate Chief Appraiser Job Description & Grade
BOA Chairman Don Burdick noted that the county is mandated by law to perform a county wide revaluation this year. He presented a plan to accomplish the task within 63 working days. He noted that the Peer Review reported that the county has a deficiency in uniformity of commercial values. He said if it is not corrected this year the county would be fined $83,000.
Mr. Burdick requested the BOC approve the Associate Chief Appraiser Job Description and pay grade 19.
Commissioner Reyen entertained a motion to approve the job description and the pay grade as presented by the BOA. Commissioner Carter provided a second to the motion. The motion carried 5-0.
