EMERGENCY RESPONSE POLICY

POLICY #1: GENERAL CONTACT INFORMATION


Purpose of this Policy


This policy is a general list of contacts and numbers. This policy is for anyone that is not an employee of the Hart County Public Works Department so that they can understand the duties of the Hart County Public Works Department and the contact information in Emergency Response situations. Only those personnel on this list are authorized to dispatch off duty personnel.

Types of Emergencies That Hart County Public Works is Responsible for:

  1. Roads- (County Roads Only)  Hart County Roads Department responds to emergency situations involving County Roads such as; flooding, collapse of bridges, snow, ice, trees in road, blockages of roads.

1.     Solid Waste- Hart County Solid Waste Department responds to emergency situations involving the Hart County Solid Waste Transfer Station and related facilities, Hart County Convenience Centers, and major debris management situations.

2.     Maintenance Shop- Hart County Maintenance Shop is responsible for vehicles and equipment maintained by Hart County including fuel supply

3.     Building Maintenance- Hart County Public Works is responsible for emergency    situations involving Hart County Government Buildings including Library, Courthouse & Annex, Administrative Building, DFACS building, Law Enforcement Center, DA Office, Health Building, Recreation Building, Senior Center, County Extension Office, Maintenance Shop, Solid Waste Facilities, Road Department Facilities.  This policy is for emergency Building Maintenance situations only not fire, bomb etc, however this policy does address follow-up after damage to a Hart County building.  

Types of Emergencies Hart County Public Works is NOT responsible for:

  • Non-County roads including State Roads and Private Roads
  • Water Supply and Pipes
  • Natural Gas
  • Electricity and Electric Transmission
  • Telephone
  • Non Hart County Governmental Buildings including Hart County Public School buildings.
  • Debris Management not specifically addressed in the Emergency Response Plan
  • Fuel supply for non-County owned/operated equipment
  • Emergency County building “maintenance” issues such as fire or bomb incidents other than follow-up response after damage has occurred in such facilities.

POLICY #2: INTERNAL EMERGENCY RESPONSE POLICY



Purpose of this Policy


This policy is an internal Hart County Public Works department policy addressing the Department’s emergency response including flooding, debris removal, snow and ice.

Maintenance Shop:

  • The Maintenance Shop Superintendent will ensure adequate fuel supply is available for the entire fleet in advance of potential emergency situations when practical.
  • The Maintenance Shop Superintendent will determine priority of equipment/vehicle servicing during emergency events.
  • The Maintenance Shop Superintendent will coordinate with the various County Department Heads to aid and advise with equipment/vehicle emergency needs.  The Superintendent will order emergency supplies and materials at the direction of the Department Heads.
  • The various County Department Heads will be responsible for ensuring their vehicles and  equipment are properly maintained and equipped in advance of an emergency situation.  Each Department is responsible for ensuring that equipment needs are funded and that supplies such as chains, snow tires etc. are in ordered by the Maintenance Shop in advance of an emergency situation.

Solid Waste:

  • The Solid Waste Superintendent will ensure all equipment is in good working order prior to an emergency event.  During cold weather all potential equipment that may be utilized will have the block heaters operational including weekends in anticipation of expected adverse weather.
  • The Solid Waste Superintendent will ensure that adequate emergency response supplies are in stock for the equipment and vehicle needs.
  • The Solid Waste Superintendent will ensure that adequate capacity for stockpile and/or disposal of debris and waste is available.

Roads Department:

  • Preparedness (Anticipated Event):  In the event that an emergency situation is anticipated in advance, the Roads Department Superintendent will make prior arrangements with road department personnel ensuring adequate staff will be able to be contacted and be able to respond.  The Roads Department Superintendent will manage road department resources and personnel during emergency situations including dispatch of road department personnel.  In his absence, the Road Department Superintendent will ensure that adequate personnel are available as outlined in this policy.
  • Preparedness (Sudden):  In the event that a emergency situation is sudden and could not be anticipated in advance, the Roads Department Superintendent will ensure that adequate management, personnel and equipment will be available.  In the absence of the Roads Superintendent, the Roads Foreman will be responsible for performing the duties of the Roads Superintendent.
  • Preparedness (General):  The Roads Superintendent, Foreman and Dispatch personnel have been given pagers and weather alarm radios for use in their duties for emergency response.  After hours these will be monitored continuously to be sure that at least one of these individuals will be available during an emergency situation as directed by the Roads Superintendent.
  • Dispatch:  In the event that an emergency event involves multiple locations and/or a longer duration, the Roads Dispatcher will report to the office.  Centralized Emergency dispatch (EMS/Sheriff) will contact the roads dispatcher so that Centralized dispatch does not have to coordinate Road Department resources. If the Roads Dispatcher is unavailable, the Foreman or Superintendent will dispatch or ensure that road dispatch personnel is available to dispatch resources. 
  • Call in Procedure:  Policy #1 is the call in priority for after hour’s emergency situations.  The Roads Superintendent is responsible for ensuring that the Road Superintendent, Foreman and/or Roads Dispatcher are available for call in service and that adequate additional personnel are available for call in service. 
  • On call Duty:  After hours the Superintendent, Foreman and/or Dispatcher will be available for on call duty.  Additional roads department personnel will also be available for after hours call in duty.  The Superintendent, Foreman and/or Dispatcher will have pagers on their person or nearby when on call duty, so that they can be reached in an emergency.  The Roads Superintendent will determine who is on call at all times so that at least one of the persons on the call in list is available at all times as well as adequate road department personnel.  When an emergency situation occurs the individual that is on call will call the EMS Dispatch office (376-3930) to report that they are available for call in duty if needed.

  • The Roads Department Superintendent will ensure all equipment is in good working order prior to an emergency event.  During cold weather all potential equipment that may be utilized will have the block heaters operational including weekends in anticipation of expected adverse weather.
  • The Roads Superintendent will ensure that adequate emergency response supplies are in stock for the equipment and vehicle needs.
  • The Roads Superintendent will ensure that stockpiled materials are available.
  • Equipment inventory available for emergency situations includes:

4 Motor Graders

1 “Sand” Truck

Winter Road Clearance Policy

No roads are scraped unless snow is greater than 4-5” and at the verbal direction of the Public Works Director or Road Superintendent.  Scraping is accomplished with four motor graders.  The first priority will be to clear and keep clear the following roads:

When less snow and/or icy road conditions exist, the Road Department will use the sand spreader to spread materials when the Road Dept. receives notification.  When sufficient personnel are available, the road department will scout County roads and bridges (except minor short roads) in advance of the “sand” truck to determine where to apply materials.  The priority for scouting will begin with the priority roads listed above.

Flooding:

In general the Road Department will be notified when a flooding hazard has been identified.  When sufficient personnel are available, the Road Department will scout County roads and bridges when flooding is anticipated and can be monitored.  Roads that are flooded and pose a danger will be closed by the Road Department. 

The following list of first priority flooded areas will monitored for closure first:

1.     Hoke Hill Rd.- Twin Pipes County Bridge ID#151,  0.165 mi from College Ave.

2.     Mill Circle- type, County Bridge ID#,  0. mi from

3.     Flat Shoals Rd.- 4 small cmp, County Bridge ID#162b,  0.757 mi from State Road 77

Fallen Debris/Wind Damage:

In general the Road Department will be notified when a debris hazard(s) has been identified.  When sufficient personnel are available, the Road Department will scout County roads when debris hazards can be anticipated and monitored.    In a major event the first priority of roads to be cleared of debris will be as identified in the winter weather section above.

Debris Management:

When a major emergency event has occurred, the County will address debris management through the allocation of Solid Waste and Road resources on an event-by-event basis.  Debris management includes the cleanup and disposal of a variety of wastes. 

Personnel Assignment:

Unless directed otherwise, all personnel will report to work as normal.  When possible, the Public Works Department heads will schedule non-normal work hours such that personnel will be available at all hours when needed, to minimize comp/overtime.  This will include at least one radio dispatch contact when needed.

During normal working hours, dispatch of personnel will be at the department heads direction.  At least one radio dispatch personnel will be available when needed during major events. 

Department heads on the contact list will be available during off hours and/or ensure that the alternate contact is available off hours during emergency events.  Only those personnel on the contact list will dispatch off duty personnel to work an emergency unless specifically directed by the Department Head.

Mutual Aid Agreements:

Mutual aid agreements with other jurisdictions operating both within Hart County and in surrounding jurisdictions may be beneficial.


POLICY #3: EMERGENCY BUILDING MAINTENANCE POLICY



Purpose of this Policy


This policy is an internal Hart County Public Works department policy addressing the Department’s emergency response to Hart County Building Facilities

Buildings Responsible For

Hart County Public Works is responsible for emergency situations involving Hart County Government Buildings including Library, Courthouse & Annex, Administrative Building, DFACS building, Law Enforcement Center, DA Office, Health Building, Recreation Building, County Extension Office, Maintenance Shop Facilities, Road Department Facilities, Solid Waste Facilities and Senior Center. 

Emergency Response

During normal working hours the Public Works Department will be contacted for emergency maintenance issues.  Hart County Public Works will dispatch personnel that can address the emergency maintenance issue.  If staff cannot address the emergency maintenance issue, a contractor will be contacted to manage the issue.

During non-normal work hours Hart County Public Works will dispatch labor to stabilize and/or secure a building following a major emergency such as a fire.
