Road Driveway Pipe Policy


Adopted by the Hart County Board of Commissioners at a Work Session held June 16., 2003.  Revised by the Hart County Board of Commissioners at a regularly scheduled meeting August 26th, 2003.

The intent of supplying and installing driveway pipe on driveways accessed from County Roads is to ensure the proper flow and construction of road drainage ditches. 

  1. The Hart County Roads Department will not install or supply a driveway pipe for non-County roads. 
  2. The Roads Department will install a driveway pipe and gravel apron on driveways connecting to a County road with a building permit or a transportation permit (mobile homes).
  3. Only one 15 or 18 inch pipe will be installed with no more than 3 tons of stone and no more than 10 tons of dirt per installation.  If more materials than this are required to install the driveway pipe, the owner will be required to pay the difference to Hart County prior to installation.
  4. The Roads Department will install a single driveway pipe to a property adjacent to a County road to provide access to a property adjacent to a County road only upon completion of all of the following:
    •   Proof of ownership of the property and,
    •   Proof that access to the property is only possible off a County
      road and that no other existing access is feasible and,
    •   The property owner will place flagging at the property corners adjacent to the County
      road so that the County can determine where to place a pipe if needed, and,
    •   The Hart County Roads Department will inspect the site to make sure that a driveway pipe is required for property access from the County
      road.
  1. The County will install one additional 20 foot section of pipe for commercial/agricultural operations that have a documented need for a driveway of larger width due to truck traffic.  The owner of the property will pay for the extra pipe and the County will install the extra length of pipe.  The County will verify the need for additional pipe prior to the owner purchasing the pipe.
