Hart County Board of Commissioners

The Hart County Board of Commissioners met June 16th 2003 at 7:00 p.m. in the Hart County Administrative & Emergency Services Center.

Chairman Randy Banister presided with Commissioners R C Oglesby, Daniel Reyen, Ricky Carter and Joey Dorsey (Dorsey entered the meeting at the start of agenda item #1, DOT) in attendance.  Also in attendance were Walter Gordon (County Attorney), Jon Caime (Interim County Administrator) and Karen Etheridge (Hartwell Sun reporter).

1.                  Call to Order

Chairman Banister called the work session to order.

2.                  Approval of the Agenda

Commissioner Reyen entertained a motion to approve the meeting agenda:

Commissioner Carter provided a second to the motion. The motion carried 4-0.

3.                  Agenda Item #1:  DOT List for FY04

Commissioner Oglesby discussed concerns with the Chip Seal/Tar and Gravel Program in particular the loose stones, stones and tar on shoulders, and the smoothness of the final road surface.

Interim County Administrator Jon Caime explained that the County has approximately $7,000,000 in paving needs and that if we do not seal these roads now this cost could escalate.  Mr. Caime explained that the cost to fix Vanna Road was a prime example of the magnitude of this problem where we spent over $100,000 per mile to fix Vanna Road.  In comparison a road would cost $35,000-$50,000 per mile to pave if it is paved before it degrades too far.

Commissioner Oglesby made a motion to submit the same list to the DOT for asphalt agreement as the list submitted in FY03, removing the roads which have been funded in FY03 and adding Montevideo Road part 2, district 4, 1.333 miles in length and Old Elbert Road part 1 (from the Royston Bypass towards Vanna Road) District 5, 0.830 miles in length.

Commissioner Reyen provided a second to the motion.  Motion carried 5-0.

4.                  Executive Session Legal and Personnel Issues.

Commissioner Oglesby entertained a motion to exit into executive session to discuss pending litigation and personnel matters as required by O.C.G.A. 50-14-2, 50-14-3 and 50-14-4(b). Commissioner Reyen provided a second to the motion. The motion carried 5-0. The resolution and affidavit is recorded in the minutes book.

With no further action taken during Executive Session, Commissioner Dorsey entertained a motion to convene the regular work session. Commissioner Carter provided a second.  Motion carried 5-0.

5.                  Indigent Burial Policy

Interim County Administrator Caime provided the Board with a proposed policy and a report on the policies for surrounding copies. 

Commissioner Reyen asked that the definition of “Indigent” that DFACS uses to determine eligibility for indigent status be described by Tom Mullinex, DFACS Director.  This policy will be revisited at the next regularly scheduled meeting of the Hart County Board of Commissioners. 

6.                  Driveway Pipe Policy   

Commissioner Reyen made a motion to approve the Driveway Pipe Policy presented by Interim County Administrator Caime.  Commissioner Dorsey provided a second to the motion.  Motion carried 5-0

7.                  Adjournment

Commissioner Oglesby entertained a motion to adjourn the meeting. Commissioner Dorsey provided a second to the motion. The motion carried 5-0.
